SCM MANAGER – FINANCE DIVISION
JOB GRADE: D4
PURPOSE OF THE JOB:
To provide and execute end user requests as per the clients procurement plan.
KEY RESPONSIBILITIES
Responsibilities for Tenders:
• Influence the strategic vision and direction of the procurement function and support
its effective implementation across all areas of the
• Ensure adherence to the SCM Policy in line with PFMA and Treasury Regulations
• Ensure compliance with all legal, governance, policies, procedures, standards and
sound business practice to meet business and operation management standards.
• Develop innovative procurement solutions at a project/business unit/ organisational
level
• Use a range of organisational procurement models to design structures which suit the
organisational environment
• Lead efforts to develop and harmonise procurement processes/standards across all
user groups to gain buy-in and organisational commitment
• Demonstrate expertise in analysing supply markets across all categories and provide
expert advice on the process.
• Develop strategies and supply markets to effectively deal with limited sources of
supply
• Lead the development of risk management tools and techniques to identify and
prioritise risks to service delivery.
• Work closely with business areas to identify and manage commercial, contractual,
operational, financial, reputational, ethical and supply chain risks emanating from
procurement activity and supply base arrangements
• Lead supplier development activities for key suppliers and market segments to meet
the needs of the organisation.
• Develop frameworks to identify and track benefits through supplier relationships
• Strive for constant improvement on the company scores.
• Prepare for yearly BBBEE audit – Preferential Procurement, Enterprise Development &
Socio-Economic Development.

QUALIFICATIONS
• Grade 12
• Postgraduate Degree in Procurement/ Supply Chain Management/ Commerce/
Law or related field of study.
WORK EXPERIENCE
• A minimum of 5 years’ experience in a Supply Chain Management role in
government or auditing in the Public Sector and demonstrating in-depth
knowledge of the supply chain management prescripts of which 3 years should
be at middle management level.
• Extensive in-depth knowledge of the PFMA, Treasury Regulations, Broad Based
Black Economic Empowerment Act, Preferential Procurement Policy Framework
Act and Supply Chain Management Framework
• Member of the Chartered Institute of Procurement and Supply (MCIPS) –
Advantageous
• Excellent relationship management skills with the ability to engage, negotiate
and manage key stakeholders and suppliers.
• Results orientated with ability to plan and deliver against project deadlines.
• Commercially and financially astute, and
• Experience in managing and implementing an organizational procurement
